Home to tech giants like Alibaba and rising AI leader DeepSeek, Hangzhou is now at the centre of China’s new tech renaissance. Start-ups in artificial intelligence, health tech, and smart devices are booming, supported by a unique blend of local government incentives, business-friendly regulations, and strong academic infrastructure.

Entrepreneurs in the city speak with contagious enthusiasm. “We have the talent, the environment, and the full supply chain—even in a challenging global climate,” says Grace Zheng, co-founder of AI wearables firm Looktech. Her peers agree—now is China’s time to lead.

One key to Hangzhou’s success is the overwhelming support from both the local community and government. Founders recall estate agents helping them secure lab space for free and receiving generous grants to support early-stage growth.

“Hangzhou says we’ll provide the sunshine and the water, and you go ahead and grow,” explains Zhang Jie, a leading entrepreneur and start-up mentor in the city. With over 10 million university graduates each year—including 5 to 6 million engineers—China boasts an unmatched talent pipeline.

Zhejiang University, one of China’s top tech institutions, also plays a pivotal role, fuelling innovation with its progressive curriculum and close ties to the start-up ecosystem.

The ‘DeepSeek Moment’ and Global Recognition

Perhaps the most talked-about breakthrough from Hangzhou this year came from DeepSeek, an AI company that stunned the world by launching an open-source model rivalling top Western systems—at a fraction of the cost.

This success story helped ignite what many are calling a “turbocharged confidence” across China’s tech sector. The Chinese government has embraced the movement, hosting top tech CEOs for high-profile meetings with President Xi Jinping—signalling a major shift from the previous era of regulatory crackdowns.

US-China Trade War Casts a Shadow

Despite its momentum, China’s tech sector faces growing pressure from the ongoing trade war with the United States. President Donald Trump is introducing tougher export controls, particularly targeting chip and AI technology.

For companies like Diagens, which develops AI-powered diagnostic tools, the impact is real. CEO Dr Song Ning says they’ve paused expansion into the US but remain focused on over 35 other global markets.

“Limiting China’s tech progress won’t stop innovation,” says Dr Song. “In fact, it will drive us to go further. Competition only makes us stronger.”
